from which it seems clear that Mr. Jamieson neither saw
the obnoxious regulations in draft form nor signified
his approval of them to the Provincial Authorities as
alleged by Sir F. May.
In the circumstances Sir E. Grey cannot but con-
sider it a matter for regret that an officer in the
highly responsible position in which Sir F. May was
placed at the time he wrote the despatch should have
made so damaging a statement against another British
official without first ascertaining it to be well
founded. Sir E. Grey would be glad if the true facts
of the case might be brought to the notice of Sir F.May
and the Government of Hongkong in whatever manner Mr.
Secretary Harcourt may deem most suitable.
